ECEC Quality Reform update

Early Childhood Education and Care - Regulation Impact Statement and Public Consultation Forums

Dear Early Childhood Education and Care stakeholder

Some time ago you indicated your interest in being kept informed about reforms proposed for the quality and regulation of Early Childhood Education and Care in Australia. I am pleased to advise that the Council of Australian Governments (COAG) has released a Consultation Regulation Impact Statement (RIS) that canvasses a number of regulatory options for improving the quality and regulation of early childhood education and care providers, and a new quality rating system.

This Consultation RIS sets out the reasons why we need to strengthen the quality of early childhood education and care in Australia, explains the changes being considered and sets out the consultation process. It also assesses the relative costs and benefits of each of the options.

Comments are invited from all interested people on the draft proposals contained in the Consultation RIS. Feedback provided will be taken into consideration in developing a final proposal for decision by COAG later this year.

A copy of the Consultation RIS is available via the Commonwealth Department of Education, Employment and Workplace Relations’ (DEEWR) website at www.deewr.gov.au/Earlychildhood or by telephoning DEEWR on 1800 220 425.

A series of open public information forums will take place in July 2009. Information on the proposed reforms will be provided at these forums, as well as how to provide your views. Dates and locations are also listed at www.deewr.gov.au/Earlychildhood or can be obtained by telephoning 1800 220 425.

The DEEWR website also provides further information on the consultation process, including ‘frequently asked questions', an on-line survey and details on making a written submission. Please note that submissions must be received by the end of the consultation period on Monday 31 August 2009.
